Dark Matter Doesn't Exist as a Particle: An EM Layer Hypothesis

INTRODUCTION
Dark matter detectors have run for 30 years. LUX, XENON, PandaX.
Zero confirmed detections.
This paper proposes a testable alternative: dark matter and dark energy
are not separate substances — they are electromagnetic (EM) field layers
at different energy densities, flanking the visible light band we inhabit.
This is Layer A — Physical Core of OMM-EFT. Layer B — Ontological
Interpretation — is separate.

THE EM LAYER FRAMEWORK
The universe consists of superimposed EM field layers at different energy
densities. Each layer interacts differently with matter and spacetime.

FALSIFICATION CRITERIA
This hypothesis is wrong if:
1. DESI DR3: alpha = 0.00 +/- 0.01 (1 sigma)
2. Fermi-LAT: Gamma map shows no correlation with galaxy rotation curves
3. JWST lensing: Mass maps do not overlap with gamma density maps
4. KiDS-1000: Delta_kappa < 1.0% (2 sigma) at l=1000
5. LISA: Delta_phi < 10-6 rad for 5 or more events
Tests 2-4 require no new experiments — data exists.

CONCLUSION
If dark matter is the gamma/nuclear EM layer and dark energy is the CMB
layer, we are sitting between two invisible forces — one pulling, one
pushing — both part of the same electromagnetic spectrum.
This is testable. This is falsifiable. This is a hypothesis, not a claim.
